Legendary Items by Class & Default Legacy
The value of the default legacy increases with both equip level and age (rarity). This means a level 65 Second Age bow will have a higher max DPS than a level 60 Third Age bow.
The cost of maxing out the default legacy is the same, regarding of the level or age of the LI: 230 points to reach max tier 7. This means that if the default legacy is not important to you in certain situations, you could use those points on class legacies. For example, I don't rank up Tactical Damage Rating on my Minstrel's healing weapon until after I've spent the points I want to in healing related legacies.
